North-West & North-East Regions
Strengthening the institutional and operational model in which technology transfer takes place
Given the low capacity of the EITT in the two regions, World Bank experts have proposed the introduction of a new program to increase institutional capacity within these structures. In the North-West Region, the Center for Technological and Knowledge Transfer within the Technical University of Cluj-Napoca was selected as a pilot entity. Activities under this program include familiarization with good practices at the international level, development of policies on the management of intellectual property rights within the university, etc. Activities for the next period include:

generation of a set of documents: draft intellectual property policies, NDA forms, model licensing agreements, etc.

development of medium and long-term action plans on the activity of technology transfer entities.

BACKGROUND
During the initial phase of the TTIB project, the WB team and Regional Development Authorities
identified a poor understanding of the IP landscape in general, as a key constraint for the comercialisation of IP generated in the publicly funded research organizations (PROs).

OBJECTIVE
The IP landscape study aimed at identifying which are the gaps in knowledge and in the legislation to help foster accelerated commercialisation of such IP.
IMPLEMENTATION
The key findings of the study must be correlated with the practical approach of various PROs, or TTOs, specific examples from the field, as well as valuable input from various stakeholders.
